Here are some updates on the Anti-Discrimination Bill (SBN1738 and HB634):
- In Senate, the office of Sen. Ramon “Bong” Revilla asked the Committee on Rules to have SBN1738 referred to the Committee on Justice and Human Rights, which is now chaired by Sen. Juan Ponce Enrile. The Committee on Rules has not responded to the request yet and it is not clear still if the Enrile’s Committee will organize a new hearing for the bill or just use the proceedings from the Labor Committee hearing;
- The House of Representatives, meanwhile, is poised to approve AKBAYAN Rep. Etta Rosales‘ HB 634. The House and Senate versions are identical;
- Amnesty International, an international human rights organization, will launch an global campaign for the passage of the Anti-Discrimination Bill. AI-Pilipinas has worked closely with LAGABLAB for the Stop Discrimination Now! campaign. Earlier, two other international organizations, the Human Rights Watch and the International Commission of Jurists, have expressed support for the enactment of the Anti-Discrimination Bill.

Senate panel: no reason why SBN 1738 should not be approved August 11, 2006

Highlights:
- LGBT groups pressed Senate panel to approve SBN 1738
- Sen. Revilla made a commitment to push for the Anti-Gender Discrimination Bill’s enactment
- Sen. Estrada, chair of the Senate Committee on Labor, said he sees no reason why the bill should not be approved
- ALFI, a Catholic NGO, expressed opposition to the bill’s passage
On August 9, 2006, the Senate Committee on Labor, Employment and Human Resources Development, chaired by Senator Jinggoy Ejercito Estrada, held the first public hearing on several anti-discrimination bills pending in the committee, including SBN 165, SBN 1641, and SBN 1738. For the very first time, the Philippine Senate will tackle proposed bills that seek to penalize discrimination against lesbians, gays, bisexuals, and transgenders (LGBTs). On August 9, 2006, the Senate Committee on Labor, Employment, and Human Resources Development, chaired by Sen. Jose “Jinggoy” Estrada, will hold a public hearing on three anti-discrimination bills that provide protection for Filipino LGBTs against discriminatory policies and practices in the areas of employment, education, health care, and public service, among others.
